The 383 does have a ton of tq, and doesn't need to rev to hit good HP numbers. I believe that since you don't plan on driving this a lot, that you should consider the 454. More money without question, but you get what you pay for. ideally, people should dyno an engine well past peak hp, so they can check average hp in different ranges. pick the best range, and go with that. if the average is better from 7800-9300 vs. 7200-8700, you will go with stall speed at 7800 and shift at 9300. a range of about 1200 rpm is minimum, maybe 1500rpm wide at the max.

Given you live in AZ, you may consider a 180*, but 200-212* operating temperature is pretty good.
